Representative Ro Khanna (D-CA) is the only member of Congress to have disclosed a trade in CHWY, the parent company of Chewy, in the past three years. That fact comes from a new filing showing six separate purchases of the stock between September 9 and September 28, 2026.

The transactions, each valued between $1,000 and $15,000, total roughly $48,000. Five of the six buys were made in the final eight days of the period: September 22, September 23 (two trades), and September 28.

Who is buying Chewy stock?

Khanna serves on the House Armed Services Committee, the House Oversight and Government Reform Committee, and the House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party. His subcommittee assignments include Seapower and Projection Forces, Cyber, Information Technologies, and Innovation, and Economic Growth, Energy Policy, and Regulatory Affairs.

Chewy is an online retailer of pet food and supplies, with a subscription service called Autoship. The company competes directly with Amazon in the pet care niche. Its stock has a market cap of $10.6 billion and trades on the NYSE. The current price is $18.95, near the bottom of its 52-week range of $17.40 to $39.70.

That range matters. Chewy shares have fallen more than 50% from their high over the past year. Khanna's purchases came as the stock hovered near its lows.

Career trading history

Khanna has disclosed 20,119 trades over his career, a number that puts him among the most active traders in Congress. His portfolio spans a wide range of sectors, but this is his first disclosed position in Chewy in at least three years.

The filing lists the trades as owned by both Khanna and his dependent child (DC). Two of the six purchases are listed under his own name; four are under the dependent child's name. The STOCK Act requires members to disclose most securities transactions within 45 days of execution, and these trades fall within that window.

Other lawmakers and Chewy

Only three other members of Congress have traded Chewy stock in the last three years, according to a review of disclosure data. None of them have done so during the period Khanna was buying. That makes his activity the only CHWY trades on record from any lawmaker since 2023.

The timing is notable for another reason. Chewy's stock price has been under pressure due to concerns about consumer spending on discretionary pet products. The company's latest earnings report, released in early September, showed revenue growth but missed analyst expectations on profit margins.

Khanna's purchases were spread across two weeks. The first two came on September 9, then a single buy on September 22, two on September 23, and one on September 28. The dollar amounts are all in the same range, suggesting a series of small, incremental buys rather than a single large position.

The disclosure form, filed under the STOCK Act, does not specify the exact price paid for each transaction. It only lists the value range. The aggregate value of the six purchases is approximately $48,000, though the actual amount could be as low as $6,000 if each trade was at the minimum.

Khanna's office has not commented on the trades. The disclosure is a matter of public record, and there is no indication of any wrongdoing. But the fact that he is the only member of Congress to have traded Chewy in three years makes this filing stand out.

For context, other lawmakers have been active in similar e-commerce names. But Chewy, with its subscription model and pet food focus, has not drawn the same level of congressional trading interest. That may change if the stock continues to slide and more members see value in the dip.
