One Lawmaker Made 61% of All Congressional Trades This Week

Congress members disclosed 85 trades (Oct 9–Oct 16, 2026), including 37 purchases and 47 sales across 73 stocks.

Rep. Gilbert Cisneros (D-CA) filed 52 trades between Oct 9 and Oct 16, accounting for 61% of all congressional stock activity in that period. The week saw 85 total trades from five lawmakers across 73 stocks, with 37 buys and 47 sells.

Cisneros dominates the weekly tally

Cisneros, a member of the House Armed Services Committee, filed trades in a mix of defense, technology, and consumer names. His activity included purchases of ImmunityBio (IBRX) and sales of Lockheed Martin (LMT), among others. This is not an outlier for Cisneros: he has been one of the most active traders in Congress since taking office, routinely filing dozens of transactions per reporting period.

The second busiest trader was Rep. Kevin Hern (R-OK), who filed 19 trades. Hern, the ranking member on the House Budget Committee, has a long history of frequent trading, often in energy and industrial stocks. His filings this week were mostly sales, consistent with a pattern of trimming positions in the current market environment.

Rep. Lisa McClain (R-MI) filed 9 trades, all sells. McClain, who sits on the House Financial Services Committee, sold shares in several financial and consumer companies. Her trading activity has been less frequent than Cisneros or Hern, but she has shown a tendency to sell into strength.

Rep. Rick Larsen (D-WA) filed 4 trades. Larsen, the top Democrat on the House Transportation and Infrastructure Committee, reported buys in two aerospace suppliers and sells in two others. His transactions were all in the defense sector, reflecting his committee focus on aviation and manufacturing.

Rep. Daniel Meuser (R-PA) filed a single trade, a sale of Home Depot (HD) shares. Meuser, a member of the House Ways and Means Committee, has been a sporadic trader, and this week's filing was his only reported transaction.

Top stocks: defense and healthcare lead

Lockheed Martin saw the most activity, with 4 trades, all sells. The defense contractor's stock has been under pressure recently, and multiple lawmakers chose to reduce their exposure. Revvity (RVTY), a life sciences company, saw 3 trades, also all sells. Home Depot had 2 trades, both sells, while ImmunityBio had 2 buys. ITT Inc. (ITT), an industrial manufacturer, had 2 sells.

The overall bias toward selling (47 sells vs. 37 buys) is notable, but not unusual for a week where several lawmakers are rebalancing portfolios ahead of earnings season. Cisneros accounted for most of the buys, with 28 of his 52 trades being purchases.

STOCK Act context

All 85 trades were filed under the STOCK Act, which requires members of Congress to disclose securities transactions within 45 days. The law, passed in 2012, was designed to curb insider trading by lawmakers. Recent proposals in both chambers have sought to ban or restrict congressional stock trading, but no such measure has become law.
