One Lawmaker Made 56% of All Congressional Trades This Week

Ro Khanna accounted for 56% of all congressional stock trades disclosed this week, with 209 transactions between Sep 4 and Sep 11. The California Democrat filed 146 buys and 63 sells, a volume that dwarfs every other member of Congress. His activity alone exceeded the combined total of the other eight lawmakers who reported trades.

Khanna's Trading Pattern

Khanna's filings show a heavy tilt toward technology and industrial names. He bought shares of MSFT (Microsoft Corporation) three times and sold twice, part of a broader pattern of active management in his portfolio. The filings do not specify whether these trades were part of a blind trust or managed by an adviser, but the frequency suggests direct oversight.

Khanna sits on the House Armed Services Committee and the House Judiciary Committee. His trades this week included defense-related contractors and software firms, though he did not file any trades in companies directly lobbying those committees. His total for the week, 209 trades, is the highest single-week count for any lawmaker in the current session.

Second-Highest Trader: April McClain Delaney

April McClain Delaney, a Maryland Democrat, filed 78 trades, including the largest single transaction of the week. She sold shares of ITT Inc. with a midpoint value of roughly $375,000. The sale was part of a broader rebalancing that included 68 sells and 10 buys.

Delaney, a member of the House Energy and Commerce Committee, has been an active trader since taking office. Her filings this week also covered positions in healthcare and industrial companies, but the ITT sale stood out for its size. She did not report any trades in energy or utility stocks, despite her committee's jurisdiction over those sectors.

Gilbert Ray Cisneros Jr. Rounds Out the Top Three

Gilbert Ray Cisneros Jr., a California Democrat, filed 66 trades this week, almost all of them sells. He sold 64 positions and bought just two. Cisneros, who serves on the House Armed Services Committee, has a portfolio heavily weighted toward defense and aerospace names. His sell-heavy week may reflect profit-taking after a strong run in that sector.

Cisneros's filings included several transactions in HUBB (Hubbell Incorporated), one of the week's most-traded stocks. Hubbell, a maker of electrical products, saw six total trades from lawmakers, four buys and two sells. Cisneros was on the sell side.

Other Active Lawmakers

David J. Taylor, an Ohio Republican, filed 9 trades, all sells. Taylor, a member of the House Transportation and Infrastructure Committee, sold positions in logistics and industrial firms, including CHRW (C.H. Robinson Worldwide, Inc.). CHRW saw five trades this week, four buys and one sell.

Cory A. Booker, a New Jersey Democrat, filed 6 trades, with 5 buys and 1 sell. Booker, who sits on the Senate Agriculture Committee, bought shares of VIK (Viking Holdings Ltd) three times. VIK was one of three stocks tied for the most trades this week, with six transactions, all of them sells except Booker's buys.

Top Stocks and Sector Trends

Three stocks saw six trades each: HUBB, MIDD (The Middleby Corporation), and VIK. MIDD and VIK were sold exclusively, with zero buys. That pattern suggests lawmakers were trimming positions in consumer and travel-related names.

Microsoft was the most-bought stock among the top five, with three buys and two sells. C.H. Robinson also leaned bullish, with four buys and one sell. The overall market split was 146 buys versus 228 sells, a sell-heavy week that may reflect broader market uncertainty.

Late Filings Remain a Problem

Of the 375 trades disclosed this week, 81 came in after the 45-day deadline set by the STOCK Act. That means more than one in five transactions were reported late, a recurring issue in congressional trading. The STOCK Act requires lawmakers to disclose trades within 45 days, but enforcement is inconsistent, and late filings rarely carry penalties.

The late filings were spread across multiple lawmakers, though Khanna and Delaney both had several. The delays obscure the timing of trades relative to public information, making it harder for the public to assess whether lawmakers acted on non-public knowledge.
